The game just doesn't have a lot of detail to discern bot from person. This doesn't really require special attention to looking like a person, you just need a little randomness and to not behave like any other bots. What you're not seeing is the other guy who doesn't behave the same way as the bots, is higher level, has a variety of skills and completed quests, and is also a bot. Of course, everyone has seen the obvious bots, but they're using publicly available scripts with really obviously non-human behavior patterns because they're gold farmers. You're also unlikely to be reported as there's no real way to tell someone is botting by looking at them. If the bot doesn't fuckup and do something obviously inhumane like clicking an empty corner for 8 hours, there's not much chance of them telling if it's a bot or not for sure. If they don't have something specific to detect, they'll need to get reports and then investigate a specific account for bot-like behavior. You probably don't even need to make it look human really, it's a lot of information that jagex probably can't or doesn't want to be constantly logging for all players.
